Everyone from politicians to civic associations to business owners in DC use the phrase "public safety" these days. What do they mean by that? Who do they want to keep safe? And safe from what? Low-income renters safe from eviction? Sex workers safe from rape and assault? Spouses safe from abuse? Or are there specific people who have power and privilege who deserve to be protected, while others are viewed as unworthy?
